Study visit to Turin

On 16-21 July 2007 the Observatory employees, as well as representatives of the partner institutions: The Regional Labour Office, the Department of Regional Policy and Department of Information Society of the Marshal's Office of the Małopolska Region, took part in a study visit to Turin in the Piedmont region.

The aim of the visit was to learn about the Italian experience in regional labour market research, disseminating information related to various sectors and a potential for comparing this information between regions. The representatives of Italian institutions: the Education, Training and Labour Department for Piemonte Region, the Observatory on Labour Market of Piemonte, CSI Piedmont (consortium developing information systems) and the Piedmont Region Institute for Social and Economic Research helped the participants learn about their particular activities, the tools used and the principles guiding cooperation with other institutions in the region, particularly in the context of employment policy.

 

Conclusions:

  • It is very important from the regional policy point of view to conduct research on employers' demand for specific qualifications among employees. The research objective should be to assist the adoption of an education system adapted to the needs of regional enterprises.

  • The drafting of a regional employment policy should be supported by modern IT tools. It is necessary to implement a system collecting detailed information on employment, unemployment and professional education. Such system enables one to gather data on those who look for a job and the offers presented by employers. However, to adopt this solution it would be necessary to transfer the competence for developing regional labour policy to regional authorities which would involve amendments to the law.
